Terms of Reference (ToR) of the Head of Department

As per the policy of the Kathmandu University regarding the ToR of Head of Department (HoDs) the HoDs of the School is required to lead, manage and develop the department to ensure that it achieves the highest possible standards of excellence in all its activities. All HoDs are required to exercise leadership and empower the faculty members and staff under the department in order to deliver the agreed departmental strategies.

Specifically, the role will include:

1. Responsibility for People and Department Management

  • Prepare yearly budget (Research, Conference, Seminar, Training) and plan of the department.
  • Ensure that faculty member performance is monitored and managed appropriately and in a way that is consistent with the expectations of the School, and that fair workload allocation processes are in place.
  • Facilitate to prepare a yearly plan for the faculty members’ work load which includes teaching, research, consulting and training.
  • Review the performance appraisal report as an Appraiser of the faculty members of the department.
  • Recommend to the Dean a member’s leave application, research grant, participation in conferences related requests, by following University policies and procedures.
  • Make effective use of all available resources and seek opportunities for collaboration and joint activities with relevant professionals (persons and institutions) externally and internally.

2. Responsibility for Teaching and Students Learning

Coordinate with the respective program coordinators, directors and Heads of other departments for the best possible teaching and learning experience through.

  • Identifying and selecting full-time faculties for the courses/subjects related to the department (as and when required).
  • Identifying and selecting full-time faculties for the courses/subjects related to the department (as and when required).
  • Facilitating remuneration payment of the visiting faculties and other experts involved in the departmental activities.
  • Monitoring the instruction and progress of the courses in coordination with the program and taking appropriate actions to ensure highest standards of the course delivery.
  • Review of the course outlines as and when required.
  • Modifying and updating the existing course syllabuses on a regular basis and adding new courses in accordance with the changing market dynamics, demand and requirements, and recommending the same for approval through the Subject Committee.

3. Develop and administer new (specialization) programs in accordance with the changing market dynamics and demand, and recommend for approval through the Subject Committee, Faculty Board and Academic Council.

4. Responsibility for Research/ seminars/ conference/ training

  • Organize seminars, conferences and training for knowledge transfer as well as to secure additional income streams with or without collaboration with other education institutions and industries.

5. Ensure that all activities in the department are carried out to the highest possible standards and put in place the necessary evaluation and monitoring procedures to guarantee/determine both compliance and improvement.

6. Lead the Subject Committee specific to the department or related discipline.

7. Represent the department in the School’s Research Committee and Faculty Board and, when required, in the University’s Academic Council.

8.Perform any other responsibilities related to the department assigned by the Office of the Deans and when required.

4.2 Recommend subject experts for research, training and consulting in relevant disciplines/subjects.
